Apply for CHAMPVA for an eligible family member
Practical guide
At a glance
FMP, TRICARE and CHAMPVA are not interchangeable. Check each person's eligibility and enrollment before arranging care.
Who this is for
Veterans, military retirees, spouses of any gender, dependent children and survivors planning healthcare in Thailand.
Eligibility and coverage rules
CHAMPVA can cover a qualifying spouse or dependent of a veteran with permanent-and-total service-connected disability, and certain survivors. But TRICARE eligibility itself excludes CHAMPVA: declining to enroll in TRICARE does not turn CHAMPVA into an alternative. A veteran's FMP benefit does not automatically cover their spouse.
Steps to take
- Open the online VA Form 10-10d application below. If filing on paper, use the linked printable form.
- Include existing insurance or Medicare card copies, front and back. Paper applicants use VA Form 10-7959c for other-health-insurance information.
- Prepare relationship evidence. For a child age 18–23 in school, provide a school-certification letter and recertify annually.
Timing: No universal application-processing deadline is promised here. Do not defer applying based on a provider's willingness to accept CHAMPVA.

Important limits
- Being a veteran is not the same as being a military retiree.
- A 100% rating and a permanent-and-total determination are not labels to substitute casually; verify the actual award.
- Do not assume that a husband or wife has the same payer as the sponsor.
Confirm for your circumstances
Only VA or the responsible military eligibility office can determine an individual case, including reserve and survivor transitions.
Additional requirements
- For a newborn, VA requires a Social Security number and adding the child as the veteran's dependent before applying; claims cannot be paid until enrolled.
- The VA page calls some relationship documents optional aids to faster processing. Do not label every listed item mandatory for every applicant.
A Thai marriage, dependency or Medicare-ineligibility determination requires the applicable agency's review.
