Use Chapter 35 education benefits for study in Thailand
Practical guide
At a glance
Chapter 35 DEA may help an eligible spouse or child, but personal eligibility and the specific foreign degree program's approval are separate gates.
Who this is for
Eligible dependents comparing Thai universities or deciding when to use DEA.
What Chapter 35 provides
DEA is a student education benefit. VA sends the monthly payment directly to the eligible student, who must verify school enrollment. It is not a tuition waiver or a promise to cover the full tuition bill. Eligibility and the school’s exact program approval must both be confirmed.
Eligibility and coverage rules
- DEA eligibility can arise from qualifying permanent-and-total service-connected disability, death or other specified service circumstances. A veteran's disability percentage alone is not the complete decision.
- The August 1, 2023 rules changed timing. For children, specified eligibility, eighteenth-birthday or high-school-completion milestones on or after that date can remove the time limit. For spouses, the date of the qualifying event matters. Older advice saying every child must finish by age 26 is incomplete.
- VA's foreign-program guidance requires approval of the actual program. It warns against enrolling before approval and says only the school can request program approval. VA student and school-facing pages contain conflicting guidance on foreign independent study and distance learning. Confirm the exact program and delivery mode with VA before enrolling.
Important limits
An approved university does not mean all its courses, branches or online programs are approved, and DEA is not a blanket promise to cover the entire tuition bill.
Apply for DEA and confirm the Thai degree program
- The dependent applies using VA Form 22-5490 through VA's online education application or the current paper form. Do not submit the veteran's own GI Bill application instead.
- Check the exact Thai institution, campus and degree program in the GI Bill Comparison Tool. If unclear, ask VA with the school's full name, address and exact program title.
- If approval is missing, the school official must request it. VA's foreign-school instructions direct schools to federal.approvals@va.gov; students cannot seek approval on the school's behalf. Do not pay relying on anticipated approval.
- After applying, tell the school's certifying official and ask them to submit enrollment certification, VA Form 22-1999, electronically through Enrollment Manager. Retain VA's eligibility decision and follow its enrollment-verification instructions.
Check before acting
VA’s student-facing foreign-schools page says independent study, including distance learning, is not approved. Its school-facing foreign-program guidance describes an accreditation requirement for independent-study courses. Because these published instructions conflict, ask VA to confirm the exact foreign program and delivery mode before enrolling or paying. Do not assume either blanket approval or blanket exclusion.
